"It is with mixed feelings that I have accepted Chief Velez's decision to retire in September. Certainly after 31 years as a police officer he has earned the privilege of retiring. He has had a distinguished career and made several significant contributions that have made this a better, safer community to live in. I have never wavered on my choice to appoint Luis Velez as Chief. He can turn over his post with pride and honor-a job well done," Kramer said. Velez began his career with CSPD April 1, 1975 and moved up through the ranks holding many Command Staff assignments including the Deputy Chief in command of the Operations Support Bureau. Velez also held the rank of Captain where he directed the Office of Professional Standards, Gold Hill Division, Central Division, and Sand Creek Division. He served in a variety of assignments throughout the department as an officer, Sergeant, and Lieutenant, to include being a Hostage Negotiator, and Homicide investigator. Chief Velez is an active member of the International Association of Chiefs of Police, and the Police Executive Research Forum. Chief Velez was instrumental in creating the CSPD Gang Intervention program (GangNet), and he also served as the Director of Security for the World Police & Fire games in 1993, and the U.S. Olympic Festival in 1995. Chief Velez was recognized for his leadership in commanding all CSPD personnel in January 2001 during the successful capture of the remaining two Texas Seven fugitives here in Colorado Springs. Chief Velez holds a Doctor of Management degree from Colorado Technical University; a Masters in Public Administration from the University of Colorado at Colorado Springs; and a Bachelor of Science in Sociology from the University of Southern Colorado. He holds a certificate in Law Enforcement Management from the Graduate School of Public Affairs at the University of Colorado, and he has completed programs at the Center for Creative Leadership, the Western Institute for Police Administration, and the Center for Public Management. He is also a graduate of the FBI National Academy and the National Executive Institute. Most recently Velez was named the 2006 Public Administrator of the Year by The University of Colorado, Graduate School of Public Affairs.
