Pikes Peak Community College head appointed CHFA board chair
Garcia succeeds Colorado Community College System President Nancy McCallin, who recently completed a one-year term in this leadership position. Ms. McCallin will continue to serve on the CHFA board of directors. Glenwood Springs banker Michele Dressel was named chair pro tem, and Colorado Department of Labor and Employment Executive Director Rick Grice was named secretary/ treasurer. Mr. Garcia is president of Pikes Peak Community College in Colorado Springs. This is the second time that he has served on CHFA’s board. Previously, while head of the Colorado Department of Regulatory Agencies, Garcia was appointed by former Gov. Roy Romer to serve as the governor’s representative on CHFA’s board. Prior to becoming the college’s president, Garcia was government affairs manager for Colorado Springs Utilities. He has also served as the secretary’s regional representative for HUD. Mr. Garcia has a business degree from the University of Colorado at Boulder, and a law degree from Harvard Law School. He has studied at the John F. Kennedy School of Government at Harvard University. He was twice named by Hispanic Business Magazine as one of its Hispanic Legal Elite. He formerly was a member of the board of directors of Pikes Peak Legal Services, where he was president from 1990 to 1992, and was the state co-chair of the Colorado Combined Campaign in 1994. He also served on the board of the Colorado Legal Aid Foundation. Created by the state Legislature in 1973, the Colorado Housing and Finance Authority is a political subdivision of the state. In 32 years, CHFA has financed more than 57,000 mortgage to homebuyers, financed more than 45,000 residential rental units, plus allocated tax credits to more than 30,800 residential rental units, and impacted more than 26,400 jobs.
