D-11 seeks members for citizens’ oversight committeeBackground: School District 11, in conjunction with the citizen-led Long Range School Use Study (LRSUS) task force, developed a comprehensive five-year capital plan to address the district’s most urgent capital needs. This capital improvement plan totaled $131.7 million in requirements. The 2004 Capital Improvement Spending Plan calls for the establishment of a citizens’ committee to oversee spending of the proceeds of the bond issue associated with the 2004 Capital Plan. In the November 2004 general election, voters approved a general obligation bond in support of this plan. On Nov 1, 2005, District 11 voters passed ballot issue 3B, allowing for tax increases to fund the bonds for the 2004 Capital Plan and implement the program. Citizens’ Bond Oversight Committee: The citizens’ oversight committee needs representation from a broad spectrum of the District 11 community. Committee members should be residents of District 11 and should ideally include representation from: • a geographic cross section of the district; Schedule: Citizens’ Bond Oversight Committee members should expect to attend meetings at least quarterly and usually not more frequently than once per month for a minimum of three years and up to five years.
